Bills on Sphere of Education Debated

On December 23, the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport convened an extraordinary sitting.

Two legislative initiatives, that later received endorsements, were debated in the first reading. The bills will be included in the draft agenda of the fourth session of the RA NA seventh convocation.

The representatives of three factions represented in the parliament Mkhitar Hayrapetyan, Naira Zohrabyan and Harutyun Babayan were authors of the legislative package on Making Amendment and Addendum to the RA Law on Education and on Amending the RA Law on Preliminary Professional and Secondary Professional Education.

The key speaker Mkhitar Hayrapetyan has clarified that by the package an opportunity is proposed for those who want to study on the paid bases.

The MP Hovhannes Hovhannisyan’s opinion was positive on the package. The position of the government on the initiative was negative.

The RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan presented a number of substantiations.

Nevertheless, the Minister’s this and other arguments did not persuade the MPs, and the legislative package was endorsed.

The Committee debated and also endorsed the draft law on Making Addenda and Amendments to the RA Law on General Education and on Making Addendum to the RA Law on Local Self-Government in the City of Yerevan.

The Committee also endorsed the third report on Post-Legislative Monitoring of Passing to General Inclusive Education which carried out the International Center for Human Development (ICHD) by the proposal of the Committee.
